Background

The Wool and Mohair Promotion Project (WAMPP) was approved by the IFAD Executive Board in September 2014 and the Financing Agreement was signed between IFAD and the Government of the Kingdom of Lesotho on 17 June 2015. The project is financed by the Government of Lesotho (approx. US$ 4 million); IFAD, with a loan and a Debt Sustainability Framework (DSF) grant (approx. US$ 11.6 million 50% loan and 50% grant) and a grant from the Adaptation for Smallholder Agriculture Programme(ASAP),an IFAD programme (approx. US$ 7 million); in-kind contribution from beneficiaries as well as co-financing in the following amounts: US$ 1.5 from the Lesotho National Wool and Mohair Growers Association (LNWMGA) and US$ 12 million from OPEC Fund for International Development (OFID).

The key implementing partners of the project are:

    • The Ministry of Agriculture and Food Security (MAFS).
    • Ministries of Forestry.
    • Range and Soil Conservation (MFRSC).
    • Small Business Development, Cooperatives and Marketing (MSCM).

The roles of the two being direct responsibility for implementation of aspects of Components A and C of the project, respectively.
